Norton Toolbar causing memory leaks in Firefox 21

I'm running into a problem where Firefox 21's memory usage grows and grows.  I originally thought the problem was with Adblock Plus since when I disabled it, it remained in memory (still showed up in about:memory and about:compartments). 

 

I tracked the real problem down to Norton Toolbar 2013.3.5.1.   When I disabled Norton Toolbar, Adblock Plus would fully unload when I disabled it.
