Norton Toolbar not available in IE8 x64 ??

Hi,

 

HIS2009 installed and is running fine in Vista Ultimate x64. When I run IE8 x86 the toolbar is available and works. If I start the x64 version of IE8, nothing. Is this by design? Any suggestions?
