Norton Toolbar Not Available in Limited User Account Profile XP Home Edition SP3

In one of my Limited User Account Profiles (at least in the one that works), the Norton Toolbar only displays:

 

1) the Norton stuff with only Launch Tutorial and Help available;

2) the Site Safety has a dark grey Question Mark Icon; and

3) there is no Cards & Log-Ins Icon and Text.

 

FYI, I have FF 3.0.11. IE 7 is very slow.

 

These were working before my computer was somehow networked!!!!

 

I do not have a network!

I do not know how to set up a network nor do I have any network device on my computer!!

So I do not know why NetHood, PrintHood, LocalSettings, ApplicationData would be copied onto my computer. And when I look at the Properties of these folders and files, it would display Unknown Application!!!

 

Nor do I have Windows Professional when I saw that My Computer is networked in My Network Places and View workgroup computers and looked at the Properties on My Computer Name Icon and saw that the Windows Type is Windows Professional!!!

 

A lot of programs that I uninstalled (listed below) and Malwarebytes with the help of a Norton Technical Support person have been reinstalled somehow!! That is, Malwarebytes, Windows Live Writer, Windows Live Messenger, Windows Live Photo, Windows Live Essential, Google, Microsoft Small Business 2003, Desktop SQL Manager (or something like that)!!!

 

Also, I noticed that Microsoft Updates and they are displayed as lightened icons. They are showing up in all the Limited User Account profiles as well as the Administrator Account!! That is taking a lot of memory of my computer!!

 

So if this is a virus that NIS 2009 did not catch, I would like to know what is going on with the problems I listed above.

 

If the Norton Toolbar is somehow removed from the one remaining Limited User Account Profile, is this a virus issue?
