Thanks for the tip. Works for me. Works just like 4.0 with the Hot-Fix bug still there. I have a copy of 3.6.16 and 4.0 ready to reistall if needed.

drminer's method worked just as described. Date on my file was different then his but file was the same. Very simple fix. Thanks drminer.

I'm sorry, Tony, but I disagree with your recommendation to hold off upgrading to 4.0.1. Have you read the release notes for Firefox 4.0.1? It addresses 2 security vulnerabilities classified as CRITICAL:
Critical: Vulnerability can be used to run attacker code and install software, requiring no user interaction beyond normal browsing.
Such advice, coming from a representative of the company that I rely on to protect my computer's security is not very reassuring, to say the least.
I am a Comcast customer and used to have the Norton Security Suite that Comcast provide for free. I upgraded to Norton 360 5.0 and paid for a 1 year subscription because I needed the hotfix for Norton Toolbar - a hotfix which I am sure was intentionally left out for Comcast customers.
So here I am again, despite having paid for your product, waiting for Norton to play catch up with yet another Firefox update. Have you noticed that Norton's direct competitors all take a proactive approach regarding browser updates and their products, instead of a reactive one?
Is there a reason why Norton is having such difficulties keeping their products up-to-date concurrently with browser updates? While I am quite content with how Norton 360 functions generally, problems with Firefox updates is pushing me to the limits. It is highly unlikely that I will renew my Norton subscription if these problems persist.
Yes I applied ,I installed the hotfix with FF 4.0 and ,but with 4.01 a mesage tell me that you have installed the hotfix.
Yesterday I updated to FF 4.0 with the toolbar hotfix and all was OK. Today with FF 4.01 (24 hours later...) the same problem! Please help!

U do not recommend updating firefox 4.01 but how come a normal user whose firefox will update automatically can find out that your product is not compatible with firefox 4.01??
If this how Norton will work in future? If yes please let me know... I will start looking for serious Security Solution which pre plan things rather than scratching that bottom after the product is release...
drminer's method works perfectly, it restored the toolbar and safeweb icons appearing on search engine results. The install.rdf file took a while to find, but I managed to track it to the Norton data directory under the "ProgramData" folder.
A security update such as this in Firefox should not have rendered the Norton Toolbar inoperable. I can under hotfixes/patches for major.minor releases, but hopefully Symantec can determine the root cause of the issue and rectify it soon.
Come on Symantec! Doesn't the company have a few guys who fix issues with the Firefox browser ALL the time?
This is very irritating when you apply a Norton Toolbar hotfix for the new 4.0 Firefox browser and then it doesn't work just a few weeks later when Firefox comes out with a new version ... 4.0.1.
Some top manager at Symantec needs to crack the whip on their software engineers and make sure that Norton Internet Security works immediately after the people at Firefox have new versions come out. Symantec should be working 24/7 until they get a fix for the Norton Toolbar for Firefox 4.0.1. I would hope that my Norton Internet Security subscription that I automatically renew every year would be PAYING for VERY PROMPT fixes to software compatibility problems when they come up.
Firefox has MILLIONS of users out there you know. It's a very popular browser. I know I'm not the only one who's irritated when I have to go looking for usernames and passwords in a paper file folder because the Norton Toolbar is messed up!
Release a Norton Toolbar hotfix for Firefox 4.0.1 ASAP !!!

I'm in the same situation. I just updated my firefox 4.0 with firefox 4.0.1 and norton toolbar isn't compatible again. Hopefully this will be fixed very soon.
After reading Message #17 by drminer:

I cannot find the install.rdf file that he's talking about. I searched for all the dates and I made sure to search for hidden files. I coundn't find a install.rdf dated 4/6/2011. I found one install.rdf where you can change 4.0 to 4.0.1 but after I made the change it didn't fix anything with the Toolbar. After I installed the 4.0 hotfix it didn't fix my Firefox 4.0.1 Norton Toolbar. It just said that the hotfix was already installed.
Anyone know what I am doing wrong?
Here is the directory of the file in question assuming you are running WIndows 7.
C:\ProgramData\Norton\{XXXXXXXXXXXXXXXXXXXXXXX}\NIS_18.5.0.125\coFFPlgn\install.rdf
I assume Vista would be similar but am not sure about Windows XP. I put in X's in the middle of the file directory location as I think what was there may be specific to my install, but I think you get the jist of where to find it. It is imperative to turn off Tampering Protection first in the Miscellaneous settings, otherwise it won't allow you to save the file in Notepad. Good luck.

I didn't want to delay updating to 4.0.1, so I tried drminer's fix. Worked perfectly! THANK YOU.
I've reverted back to Firefox 3.6.17 until this is resolved.
What is particularly disappointing is it seems, that by the maxversion setting of 4.0, the original fix was only ever written to work with the original build of Firefox 4, and that Symantec must have been fully aware from the outset as soon as an update to Firefox was released the hotfix would fail.
Let's hope when a new fix is released its rather more robust.
It works and you have to exit Firefox for the change to take effect.
Addendum: This fix can also be applied to DivX. I tried it and now the DivX Add-Ons are working again.
This is ridiculous. Every time Firefox updates the Norton Toolbar is broken.
