Option1:

In following location,  we will have install.rdf file, Open this file in Notepad and check Min version 11.0 and max version 13.*

If you have max version is 11.0 or 12.0, then change it to 13.* and check this issue again?

If Norton toolbar is not listed FF->tools->Addons->Extension, We need to make sure the entries in  Extensions.ini file are correct or not.

Restart the system and check Norton Toolbar is listed or not?

I tried this and it doesn't work. But this file needs to change the Verison number to 2012.7.4.1.

I completely uninstalled Firefox even from the registry. Shutdown and restarted. Then updated Norton 360 until it was done and rebooted every update and this file never changed. Tried to delete the file install.rdf and on reboot it comes back on it's own. I tried editing the file it changes and retuirns to the old state on reboot. As I see it this not a firefox issue it's a Norton issue. The patch Verison is out there but it will not update this file. This is the same on 4 Windows 7 Computers. But XP updated fine.  As far as uninstalling Norton I've done that and it will work. But you shouldn't have uninstall everytime a new Verison of firefox comes out. Norton should pass the update thru. Any Response.
