Norton using 100% cpu

Whenever norton antivirus does a live update, it likes to use 100% cpu, rendering all my other programs inoperable for the time period.  This isn't that big of a problem, except that it does it for 40 minutes at a time. 

 

Recently it did this for 40+ minutes, until I got tired of waiting and restarted my computer and disabling automatic updates.

 

I don't care so much about virus risk, as I just want to use my computer, not spend hours updating it so that it's safe to use.

It's now doing an idle scan, for the past 30 minutes, and is still using 100% cpu.

 

How can I fix this?  I've read before that it's a common problem with Norton, but all those sites say to reinstall, which I'm not going to do because that doesn't fix the problem, but rather avoids it. I've had this problem for a while now with my previous versions of Norton on this computer, and every upgrade I uninstall and reinstall norton, and the problem keeps coming back.

 No other software running at time of problem.

Well your using NAV 2009. Its now 2010 and soon NAV 2011 will be out. Please uninstall your NAV 2009 and download and install NAV 2010 for free. I bet all your problems will go away.  You may also need to run the Norton Removal Tool.
