Norton Utilities 14 prevents Norton Removal Tool from running

I need to run the Norton Removal Tool to fix a problem witn NIS, but the NRT stops with the message that NU 14 must be uninstalled first.  I have uninstalled NU 14 using the windows add/remove programs, but I am still getting the same error msg.  What now?  Windows 7 64
