Norton VPN Standard / Plus / Ultimate 26.14.0 for Android
Google officially launched the stable public version of Android 17 on June 16, 2026 . Unless you have manually enrolled your Pixel 7 Pro in the Android Beta Program, checking your settings will give you the completely stable, consumer-ready version of Android 17.
Phase 1: Clear All System & Network Blockers
This ensures the phone’s operating system isn’t actively killing, ignoring, or misrouting the setup window.
Turn Off Screen Overlays: Go to Settings > Apps > Special app access > Display over other apps . Temporarily turn this OFF for every app in the list (especially blue-light filters, gesture tools, or chat bubbles).
Turn Off Private DNS: Go to Settings > Network & internet > Private DNS > select Off and save.
Check Developer Options: Go to Settings > System > Developer options (if visible). Scroll down to the Apps section and ensure Don’t keep activities is toggled OFF .
Remove Old VPN Profiles: Go to Settings > Network & internet > VPN . Tap the gear icon next to any listed VPN profile and select Forget VPN so the network stack is completely empty.
Phase 2: Reset the Broken “VpnDialogs” System App
This step directly targets that flashing top bar by clearing the glitched Android process responsible for rendering the permission pop-up.
Open your Pixel’s Settings > Apps > See all apps .
Tap the three dots in the top-right corner and select Show system .
Search for and tap on VpnDialogs .
Tap Force Stop .
Tap Storage & cache , then choose Clear Data (or Clear Storage). [
Phase 3: Prepare the Norton VPN App
Give the Norton app the clean slate and heavy background permissions it needs to complete the system handshake.
Go back to Settings > Apps > See all apps > select Norton VPN .
Tap Force Stop .
Tap Storage & cache > select Clear Storage (or Clear Data). Note: This fully wipes out any corrupted encryption tokens and resets the app.
Go back one screen to the Norton App Info view, tap Battery (or App battery usage), and change it to Unrestricted .
Phase 4: The Restart and Retry
1 Restart your Pixel 7 Pro completely to apply all system-level changes.
2. Open Norton VPN , log back into your account, and tap Set up VPN profile .
By combining both the screen overlay checks and the network configuration resets, you have eliminated every known variable that causes the VpnDialogs system app to crash and flash the top bar.
