Norton VPN Blocing Access to the Internet

My neighbor using Norton 360 Deluxe on a Windows 11 laptop.

On Monday he just switched his Internet Service Provider (ISP) from Cox to Wyyerd in Arizona.

He was having no issues while using Cox.

When he starts up Windows, his VPN willautomtically get turned on.

He is now experiencing the situation where he would loose his Internet access and not be able to get to the Internet.  This was sporatic, so it didn't happen all the time.

When I hovered his cursor over the Wireless Icon in the system tray, it might show he was connected to his wireless access point, but it would show "No Internet Access", yet when I used his Micirsoft Edge Browser, I was able to reach various websites without issue.

In talking to him further, he told me Norton VPN was enabled to connect automatically when he started Windows, so I suspected the VPN was the source of his issue.  I provided him instructions for disabling his VPN until I had a chnace to investigate further.

Can someone tell me why his VPN is acting the way it does - allow internet sometimes?  Is there a Norton setting that needs to be set in order for him to be able to surfe the Internet using his Edge browser while his VPN is enabled?

I see there is a VPN setting for "Split-Tunnel".  Don't know if he has this enabled or not.  Not sure this setting needs to be turned on for a specific program?
