Whenever I have my Norton VPN turned on for my iPhone XR, I am unable to connect to the Comcast.net server and download my emails to my iPhone. Does anyone have an idea how to solve this issue.

Many, or most email providers will block access when you use a VPN because they see that someone is trying to access your account from a location that is not expected for that account. They are just protecting your Account. For now, all you can do is turn off the VPN when you need to access your email.
Hopefully Norton will add the split tunnel feature to the mobile products that they now have in the 360 VPN feature on PCs.
