After more than 5 hours on chat with both Apple and Norton, I still don't have a resolution. After install new MacOS 13.0 Ventura, Norton VPN blocks access to internet via Safari. Any web search or website entered into any search engine results in same message: "Safari Can't Open Webpage." Despite repeated efforts, can't seem to chat or speak with anyone at Norton who knows anything about Ventura or how to fix this problem. Appreciate any assistance.
I was hopeful, but this solution did not work for me. Hopefully Norton and Apple can get this fixed soon.

I recently upgraded to Ventura and am seeing the same issue. I have tried both Norton and NordVPN, same issue. The issue is most likely because of a bug in Ventura or we need to reset some thing? Also, Mac App Store won't, Apple Music will continue to display loading music library etc. Everything works after VPN is disabled
I am having the same problem with Safari and MacOS Ventura, VPN blocks any connection. Firefox and Chrome work fine with VPN on Ventura.
