Norton VPN is blacklisted for all VPN websites and browsers. Other VPN providers are not blacklisted.
Again, it is the websites blocking access from known VPN IP addresses. This has nothing to do with the programming of the VPN client.

Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons.
