Well that was short lived - as of this morning 20-DEC-2021, we're back to VPN blocking access to MS Store and Feedback Hub.
Once turned off, access is then granted.
:-(
All, an update!
I have today (19-DEC-2021) dowonloaded (from the MS Store - VPN turned off) the latest version of MSStore and the Feedback Hub - this too was affected by the issue.
After install, I re-enabled the VPN, and went back into both the store and hub apps, and they both connected as expected.
Maybe, it seems, that MS have updated to correct an issue?
Monitoring....
Hope some find this useful, as I believe that other MS apps of this type, may also have been fixed.

Just an update for some of you.
The Norton VPN is still blocking my MS Store. My both laptop and desktop were upgraded from Win 10 to Win 11.
One thing that I found interesting is that my wife's laptop (with factory-installed Win 11) interestingly works just fine with Norton VPN and MS Store.
No problem. Just thought I’d add more info as I have been trying to get this resolved some how… It’s all a bit beyond me too. Hence my posting here. Come one Norton!
Sorry, if you have Automatic Program Control On and you've tried Firewall Reset.....folder permissions are over my pay grade.

Additional information:
I have been into the Firewall rules (Program Control) also, and located the STORE entry for the rule set up there.
The path to the Windows app looks OK
(c:\program files\windowsapps\microsoft.windowsstore_12107.1001.15.0_x64_8wekyb3d8bbwe\winstore.app.exe)
and all protocols and connection types look to be set to accept both incoming and outgoing to and from computers etc.
Unfortunately, the firewall settings will not allow the re-setting of the Store app path by manually entering a path, and also, the folder is actually hidden when the user is prompted for an app when trying to set up a new rule or to change the existing one.
I am thinking that the Folder Permissions on the windowsapps folder may be wrong, or the path in the firewall rule is not correct, at this point.
I also have the same issue - have had for over 6 months - with the same apps, Store and Feed Back Hub, predominantly.
Turn off VPN and all works.
The error code given is 0x80131500.
Windows version is :
Edition Windows 10 Pro
Version 21H1
Installed on 19/06/2020
OS build 19043.1288
Experience Windows Feature Experience Pack 120.2212.3920.0
Bit irritating. Have changed region also, from Auto to France or Ireland - same error.
Firewall rules do exist for the 2 apps, and are setup to allow access on ALL ports, protocols and computers.

Did you have the same MS Store + Norton 360 Secure VPN On issues with Windows 10?- I cannot say I had the same MS Store since my OS got upgraded from 10 to 11. My Norton also was upgraded Deluxe(5 devices)to Premium(10 devices)?
Does MS Store work okay with Norton 360 Secure VPN Off?
