Since when and why not publicised, that "manage.norton.com/..." website? The only site that has been openly promoted is the myaccount website. Now, after this posting:

Another account type website for Norton users has been in place, but the company has not done enough to make it known/apparant. Is it new?

As Krusty says, the preferred method of accessing Norton Management is through the Norton applications.
The direct access is a way of dealing with a managing issue when the management app has not been installed.
