On using Norton Wifi Security - I find my computer tends to hang up or not work normally.
I guess it is an issue that Norton needs to look into.
I presume it would be predominantly be applicable if using a public computer / computer café where valnerabilty would be high; however I do not see if one is using a personal computer on a private WiFi or cable link

Is it just the your internet speeds you are speaking of, or are you finding the whole computer is slower? There are many reports of slower internet speeds.

It would predominately be required if using a public Network. But the newly discovered KRACK vulnerability will affect you at home until your router is updated. See this information on KRACK. https://www.krackattacks.com/
The main point in that information is that an attacker has to be in range of your network. The chances of that are slim for home users. So it is up to you if you want the extra protection.
