Norton Wifi Privacy doesn't appear to work on other logins

I recently downloaded Norton's Wifi Privacy onto my Win10 computer. On this computer, I have the "admin" login and my daughter has a "regular user" login.

When I am logged in, I can see the Wifi Privacy indicator in the system tray. When she is logged in, the indicator is not present and I can't find it in the list of programs, either. I am relatively certain that it is not functioning when she is logged in, because she still has a fast Internet connection while mine has slowed down to about 30% of its original speed. I want to have my daughter's login protected, since obviously it just opens the door to risk whenever she uses the computer. How can I get it to function on "her side"?  If it makes any difference, we are also using Norton Family and she has some restrictions on the time/types of Internet searching she can do.

(PS--I see that a lot of other people have the problem with Internet speeds; I will have to abandon Wifi Privacy on this PC if I can't get that resolved. It has not impacted the speed on my phone at all.)

First question is whether you checked the system tray for the hidden icons? Often the Norton Wifi Privacy, NWP, icon is hidden by default. If it is there, you can drag the icon to the main system tray.

If that is not the case, something I found was to start NWP from the .exe in Windows Explorer while in the standard Windows account. After I did that, NWP should start up again after restarts.  On my system the .exe is in this path    C:\Program Files (x86)\Norton WiFi Privacy\client\Norton Wifi Privacy.exe
