I'm running Norton Internet Security 2011 & Safety Minder 2.1.0.52 on my daughters laptop (Windows 7) under non-admin rights. I have "blocked" Chrome & Opera via Network Settings > Smart Firewall > Program Control, but Chrome and Opera still launch without any problems. I've checked the pathnames and they match perfectly.
Even though Chrome & Opera can be launched, fortunately NIS does work so far within Chrome and Opera (banning Facebook and other banned websites) - even though not apparantly supported.
It's pointless deleting Chrome as it is not a program download, Chrome installs to user files and bypasses non-admin rights anyway.
