I just reinstalled my operating system and Norton Internet Security along with it.
After installation, whenever I make a search on Google or Yahoo, Norton does not filter the results for any risky links.
How can I activate this?

You did not mention which version of NIS you are using, but in NIS 2010, from the main interface, go to Web Settings > Safe Surfing.
Be sure both Norton Safe Web and Enhance Search Engine Results are turned ON.
Which browser are you using and do you have the Norton Toolbar enabled, disabled or hidden?

I am using NIS 17.0.0.136
I went to Web settings > Safe Surfing and both Norton Safe Web and Enhance Search Engine Results are already on but I still do not see the green check mark next to the results from my search on Google

Version 17.0.0.136 is the initial release version first distributed in September of 2009.
The current version is 17.6.0.32. Now, I forget if the initial release had this option, but go to Help & Support > Check for New Version.
You need to get your product updated to the latest version.
And, as SendOfJive and I have both mentioned, we will need information regarding your browser and also the status of the Norton Toolbar.

I used both Firefox and Internet explorer. When I clicked on check for latest version, it tells me I am using the latest version. All settings are at default. I had a compatibility issue with Norton IPS and Toolbar but was able to download a program which allowed me to use them both with Firefox. Now the IPS and Toolbar both works but it still does not filter my searches.
Do me a favor, go to Help & Support > About and let us know the version number.

This is what happened. Firefox 3.6.3 said that Norton IPS and Toolbar are incompatible with the Firefox version. I looked it up on another forum and some people are claiming the same is happening to them when it works fine on other 3.6.3 browsers. One person recommended adding a "mrtech" Firefox addon which forces compatibility. That's what I did and I was able to use IPS and Toolbar after that but still no search filters...
I also just tried uninstalling both Firefox and NIS and reinstalling them. Still getting the same results.

Yes its affecting both. Im not so sure if Norton Toolbar is installed on IE though since I did not see it anywhere on it.
Anyways I uninstalled 3.6.3 and installed a 3.5.x version of Firefox and the search filter worked. I then reinstalled 3.6.3 and it stopped working.
I'm pretty sure it's because of 3.6.3 which is not fully compatible with Norton.
Do you have 3.6.3 and if so do you have the same problem?

Have you used your admin rights on pc and hit the update button repeatedly till it says no more updates with reboots in between. As Phil pointed out you dont have current version it appears. Unless I misunderstood your reply.
You dont have any other tool bars do you that will foul it up as well as any other live security running.
The latest version of NIS 2010 - 17.6.0.32 is compatible with Firefox 3.6.3
Let's start with one item at a time.
It is very unusual, that your NIS is remaining at the initial release version. Through the normal automatic update cycle, the newer builds should have been delivered to you. It is also very odd that when you click "Check for New Version" you are informed that you have the latest version, which is not the case.
1) Have you restarted your computer recently? The version updates generally require a restart or two.
2) How did you acquire this copy of NIS?
