NortonDNS issues

I cannot figure out what seems to be wrong with NortonDNS.  It keeps cutting out every now and again on the computer and I've noticed several errors pop-up both on the W7 Event Log and NortonDNS Log.  How can this be fixed?  I have attached the NortonDNS logs, but on the W7 event log it says Warning "name resolution for the name dns.msftncsi.com timed out after none of the configured DNS servers responded.

It's odd that a dns server could be out so long.

 

Can anyone reach 198.153.192.1?

Or has the address been changed?

 

I'm assuming you should be able to ping it, I can ping my ISP's DNS addresses, google dns, open dns servers but not the first one from Norton DNS.
