Norton's ccvScHst.exe (Symantec Service Framework) randomly taking up 50% of cpu

About everyday ccVscHst.exe will randomly start taking up 50% of my cpu. I tried to disable auto-updating because I thought that may be what is doing it. However, after several attempts after trying to disable auto-updating 'permanently' the options are just reset after every computer restart. Even after the auto-updating seems to take place, the cpu usage continues to remain at 50ish%. I tried using Norton's Removal Tool to fully uninstall nortons and reinstall the latest Nortons, but that did not work either.  I tried to talk to a representative of Norton using the Live Chat feature, but they didn't know jack **bleep** and kept copy and pasting responses &blamed the issue on me downloading some shady program or visiting some shady site, that I visited some shady website, or clicked and advertisement and downloaded something that way. I don't go on any website that atleast a million other users use, or download anything I don't need. I also have adblock = no ads. They tried to get me to pay 150$ in order to speak to an actual representative that actually knew something about Nortons. After I said no, they game me Norton's NPE or something like that to remove any viruses. That didn't seem to work either.  I tried to look at other people's posts that had the same issue as me, but I could not find a fix. Any help or information is greatly appreciated.
