NortonSecurity.exe and Port 53

I am trying to setup DNS on my Windows 10 machine with Norton on it. I see that Nortonsecurity.exe is using port 53. Why and how do I stop it?

Please post a screenshot of the port 53 listening where its also listening Norton. Thanks.

The ip address is a workstation which has Norton on it and is not a router.  Trying to install Dual Server for dns/dhcp for home network. I see some Intel app using UDP but I can uninstall that. And DNS does default to UDP but can use TCP and Dual Server wants to listen on both. Not sure why norton is running something that is listening on that port. 

Hello TMex. TCP    10.x.x.x:53  is an internal port on your router. Port 53 is almost always open on Windows to resolve DNS queries via UDP protocol. Running netstat -ab doesn't return Norton using port 53 on any of my machines. What DNS values are you trying to use and are you doing so ONLY on your machines? Or adding those values to your router DNS settings or both?

Did not do trick.  Ran netstat -ab and got following. 

[NortonSecurity.exe]
  TCP    10.x.x.x:53       Dell-Rob:0             LISTENING

Still holding on to the port.

Go to settings->Firewall->General->Public Network Exceptions and enable "internet connection sharing" exception.
