Noticable increase in CPU utilisation by the windows 'LocalServiceNoNetworkFirewall' process

The symptoms described seem identical to what I am exoeriencing. However, I have already tried the suggested solutions except for ‘Windows Settings Mode’ which indicates that notifications from Smart Firewall would cease. I read that as meaning Smart Firewall is effectively relinquishing the firewall to Windows Defender, thereby rendering Norton 360 superfluous.

Sorry, I’m not familiar with Windows Settings Mode

• Windows Settings Mode: Follows the Windows Firewall settings for new network connections. When you select this option, Norton does not prompt you with any firewall alerts.

And you tried Troubleshooting info here with no joy?
And you tried Norton 360 Remover tool → Remove only?
