NSM issues with login and updating

I am running windows 7 enterprise 32 bit on my work laptop, running the latest version of NSM.

 

I updated my account to remove "entertainment and music" category as blocked category (unblocked this category)  for a user to test some websites. 

 

I kept trying to update the house rules and kept getting a message saying "an error occured while updating your Norton Safety Minder rules." (in the popup window)

 

I viewed the house rules for the user and noticed the aforementioned category remained blocked.  I tried to edit the accounts from the NSM application.  When the login screen appeared, I entered the email/password and received the following error message:

"unable to authenticate as certificate check failed"

I tried this repeatedly with the same results.  I know the email and password are correct because I tried the same repeatedly on the onlinefamily.norton.com site and successfully logged in each time.

 

Is this a UAC issue?  

 

Any ideas/suggestions?
