norton fires with processhacker yes, because malware uses kprocesshacker.sys

do you run processhacker with administrator elevated?

Maybe, OP invited Process Hacker on machine against Norton Data Protector & Norton Auto-Protect detections.

even if it restarted, this lead to ddos. but i think this should not happen if this is anti-malware soft. all ring0 functions should be catched on input&output
