Obscure Security activity: removing never existed files and marks it as "Removed"

It is continue of a small thread:

We ascertained that Norton may list the never existed files (and registry items) as "Removed" from machine

Can the logs history to be more correctly, for example if the file was not existed, it will be listed as "No action required"

If not, users may think that it was an active infection, instead of a real things: only never executed virus body file...
