I have an office live website and similar to some other users cannot verify my ownership. I have got this message from Norton:
To submit the Web site for ownership verification
1. Do one of the following:
a. Copy the following meta tag and paste it into your Web site's home page. It should go in the <head> section, before the first <body> section.

b. Create a file with the following file name and content:
File name: nortonsw_dce02460-110f-0.html
File content: dlq871sez57tr1o92duf-0wk0mnbe15c1us6lyxpsh1zaaked6stefminndinoduq0-p3jkh9rdie1ne4osqo4brmaqwn6mhf9j09b0ts4jbuby4dfd3xy4mms-peioj
Add this file at the root folder of your Web site.
Verify that the file is publicly available at:

2. Log on to Norton Safe Web, click my profile to open the user profile page
3. Click site dispute and under Actions column, click verify site ownership.
I added the metatag ( <meta name="norton-safeweb-site-verification" content="dlq871sez57tr1o92duf-0wk0mnbe15c1us6lyxpsh1zaaked6stefminndinoduq0-p3jkh9rdie1ne4osqo4brmaqwn6mhf9j09b0ts4jbuby4dfd3xy4mms-peioj" />) to the keyword metatag in my home page, still it doesn't work.............................
