One Billion Reputation Ratings?

In his presentation at RSA 2010 entitled “Defeating the Enemy: The Road to Confidence,” Mr. Enrique Salem (President and CEO of Symantec) stated that the in-the-cloud database used by the Norton security products contains one billion reputation ratings.  However, Norton Internet Security 2010 reports 98 million files in the Norton Insight Network.

 

Why the discrepancy between the “one billion” number referenced by Mr. Salem and the information reported by Norton Internet Security 2010?  Is there a difference between a “reputation rating” and a “file count” in the Norton Insight Network -- and, if so, what is the nature of that difference?
