Norton Internet Security 2008 is designed for typical home users' web behaviors and blocks unsolicited incoming communications. A web server, by design, will be receiving unsolicited incoming communications so has to be configured manually.
To configure this, go to the Norton Internet Security Options page. On the left side of that page select Personal Firewall->Program Control. If your web server application is already listed there, make sure that the permissions have been set correctly, otherwise, add that application and configure it that way.
I run NIS 2008 and I am running a webserver. It works fine when I don't run NIS but when I run NIS port 80 traffic isn't getting thru. How can I open up port 80 for my web server?

I'm not quite sure about the situation, although I need to point out that NIS may not be an ideal solution for a webserver. Port 80, standard HTTP, should not be affected by the firewall. Check the firewall controls and see if the Apache application is set to "allow".
