Open ports to sync iPad via iTunes

I am having trouble syncing between my Win7 desktop & iPad2 via the wi-fi connection & iTunes.  I was told by Apple support to open up the following ports:

 -  tcp 123, 3689
 -  udp 123, 5353

I am not clear on where to do this in Norton360 (version 6).  Do I create a new "Program Rule" or does it require a "Traffic Rule"?  I have tried both & still the link does not work!  I have also set the iPad to "Trusted" in the Network Security Map.

 

Any input would be appreciated!
