I have NIS 2012 version 19.2.0.10 on my Win XP SP3 computer. The blue optimizer bar is seen to be constantly on in my "Performance" window and clicking "cancel optimizer" (top right) has no effect. Every time I close the NIS window a message appears: "Optimizer is currently running. Do you still want to continue optimization?"- "Yes" or "No". Clicking on "No" has no effect either. Rebooting doesn't help either.
I notice now that this seems to be triggered by opening "Performance". I only get the "optimizer is currently running" message as above if I close NIS after looking at "Performance" otherwise if I reboot and open NIS but don't touch "Performance" I don't get the message on closing NIS. However I only have to look at "Performance" once during a session and I get the message every time on closing NIS regardless of whether I look at "Performance" again or not until I reboot.
As I write I seem to have solved the above problem by trial and error not really knowing how or why.
The problem was still there until i clicked on "Norton Tasks" in the Performance window which revealed a list of items one of which was Insight Optimizer which I had to assume was involved somehow. Whereas all the other items had "complete" against them Insight Optimizer showed "Failed to complete". Against each item at the front was a small yellow square which on passing the cursor over it said "click to start job". I had no idea what job was being referred to but clicked it and activity could be heard on my hard drive. it went on for quite a bit and eventually I clicked the small yellow square again which stopped it.. Insight Optimizer now reads "canceled".
Since then the blue optimizer band has vanished in Performance and the top right "optimizer" reads just that instead of unresponsive "cancel optimizer" as before and i don't get the "still running" message on closing NIS . I can now open Performance with impunity but i am not going to touch "optimizer" as i understand all it does is operate Windows Defragmenter which I can do manually myself. I have also rebooted and all still seems OK.
I am not sure if this is a definitive solution and will be back if further trouble.

Our posts obviously crossed. I had already tried a few things including turning off Idle Time Optimizer but that didn't work.
At the moment I seem to be OK. (fingers crossed)

When you have some time that you can let the optimizer run, go ahead and restart the optimizer (click on the blue arrow) and permit it to run until completed. This should then be th end of your problem.
I don't see a blue arrow but I have "optimize" top right in the Performance pane to start it. This changes to "cancel optimize" once it starts but it wouldn't respond and that was the problem - optimize just carried on.
