Norton Firewall Version 4.1.0 (33)

I've been going batty trying to get this to work correctly and cannot find anything definitive in the forums / internet...
Web Sharing has been enabled on my machine. Airport => Ethernet. My remote device (iPad) is connecting via WiFi successfully to MacBook and receiving address 10.0.2.3. With Norton "Connection Blocking" disabled, everything works fine. When "Connection Blocking" is enabled though, Norton is riddled with "Outgoing connection from Web Sharing blocked".
The details are generally showing TCP local address as "10.0.2.3" (port 55316, etc..) and remote address as a [website]] (port 80). If I go to "Configure Connection Blocking", and "View all in order of precedence", it appears configured correctly on both "Incomming" and "Outgoing" traffic.
So far I have the following:
Block Zone empty for both In / Out
Trust Zone range 10.0.2.0 through 10.0.2.255 for both In / Out
Web Sharing Allow All Other Connections (added this as test, same effect with or without) for both In / Out
All Other Applications "Ask" (Tried Allow as well) for both In / Out
All Other Services "Block" (Tried Allow as well) for In and "Allow" for Out
At a complete loss here. Again, disabling Connection Blocking and everything works like a charm. But that is no good, I need a working firewall. Before I go replacing Norton on all of my machines, I would like to know if there's a known issue, workaround, or something I am perhaps doing wrong (doubt this - since there's not much room for configuration here).
I've seen some discussion about known issues relating to "statefulness" of the Firewall. I have tried disconnecting, reconnection, shutting service / starting services, etc.. Nothing seems to get this to work - it consistently reports that it has blocked outbound connections from Web Sharing. The same is true for other services (IMAP mail, etc) which are utilizing the shared connection.
