Out of country for school

I have a family member in school out of the US. We purchased Norton 360 Premium so we could cover all devices. Now when trying to get the download to activate, it says he can't do that in the current region. We did a chat with the support team who said we could purchase another key for $30. I don't think we should have to pay extra when we have already purchased the product. The language does not change between our home and his school. Also, the Norton works fine on a cell phone that is also out of the US. Any suggestions?
