Outgoing connections fine, all incoming connections dropped - local or remote networks

I'm having a very difficult problem on my PC and I think it's being caused by Norton. While I can make any outgoing connection I like from my PC (including ping) to other devices on my local subnet or on the internet incoming connections (including ping) are blocked.

 

I'm using all the default values in my firewall and no other security software. Using a sniffer I see the packets reach the PC.

I meant to add that I see this behaviour even when I disable the firewall. Which I realise means it might not be Norton 360 but I can't find anything else on my PC that might be doing this. I've scanned for malware, etc., and the PC seems clean.

Are you using the PC in question to post here?  Are you behind a router?
