Outlook 2010 email stuck in outbox after norton internet security upgrade

After upgrading to Norton Internet Security ver 21.1.0.18 (from ver 20.x.x) a few days ago, I now have the problem where email in Outlook 2010 is stuck in outbox. I have the setting "send immediately when connected" in Outlook settings/advanced/send and receive ticked. Prior to the upgrade, all email was sent immediately once I hit the send button on the message tab/window.

Disabling the Outlook client in the NIS network settings tab fixes the problem, but I really want the protection offered by NIS.
