Outlook 2011 IMAP account won't send email with attachments when Norton is active

I am using Rackspace as My email provider and Outlook 2010 as my email client.  When Norton is active I can't send emails thorugh an IMAP account when they have attachements but I can send regular email, however it is slow.  

 

I have an exchange account set up on the same Outlook instance and don't have any problem sending or receiving emails.  Do I need to keep Norton off or is there a setting adjustment I could apply that would help.

for reference the error message is (0x800CCC13) : 'Cannot connect to the network.  Verify your network connection or modem.'
