Outlook 2016 will not work with the Norton VPN turned on

Issue abstract:

Detailed description: After a Norton upgrade awhile back my Outlook 2016 will no longer work when the Norton VPN is turned on. Outlook will not send or receive emails. I have to shutdown the computer and restart it and turn off the VPN and then start Outlook and then it will work.

Product & version number: Outlook 2016 and Norton 360

OS details: Windows 11

What is the error message you are seeing? Outlook failed to send our receive.
