It appears your misgivings about Dell SupportAssist are justified.
Susan Bradley suggested in this week's AskWoody Plus newsletter (issue 19.03.0, 17-Jan-2022; the full article is behind a paywall for paid subscribers) that readers run the command netsh http show servicestate in a command prompt to see what services are using the insecure HTTP Protocol Stack, and I was dismayed to see the SupportAssist service in the list - see my post # 2419593 in Susan's AskWoody.com topic A Bumpy Road for January for details. I've disabled my SupportAssist service at Start | Windows Administrative Tools | Services while I do further testing, but the good news is that my Dell Update v4.4.0 utility (I use the Windows Universal app for Win 10 and higher, not the W32 version for Win 7 and higher) recommended on the support page <here> for my Inspiron 5584 doesn't use the HTTP Protocol Stack and can still find the correct updates that match my unique Service Tag, even when the SupportAssist service is disabled.

Norton, alike many other companies uses AWS services almost exclusively. None of those services run directly on my devices therefore the issues you are describing aren't worrisome on my part. Trusting Norton or any other company, is of course, up to the individual. The initial concern with this thread is seeing another company push an update which the OEM already released. And whether anyone else out there is seeing the same. Thanks for your valuable feedback as always!!
... and if you've stopped using SupportAssist because of past security vulnerabilities reported by BleepingComputer and other security news sites, I'd be just as concerned about using Norton. As far as I know Norton still uses open source software like OpenSSL to connect to their backend servers for LiveUpdates, etc., and they have a reputation for failing to patch the open source software they integrate into their products. That includes the Heartbleed vulnerability discovered in 2014 that affected Norton products because they used an outdated, unpatched version of OpenSSL that was susceptible to the Heartbleed bug and Man-in-the-Middle attacks.
"These vulnerabilities are as bad as it gets. They don't require any user interaction, they affect the default configuration, and the software runs at the highest privilege levels possible. In certain cases on Windows, vulnerable code is even loaded into the kernel, resulting in remote kernel memory corruption" ...
...Symantec uses open source libraries for vulnerability management. What is interesting here is that the company has not updated some libraries in at least seven years leaving them vulnerable to dozens of exploits disclosed publicly over the years.
I can't tell you if NortonLifeLock is doing a better job these days of patching vulnerabilities because they stopped posting security advisories on their website after parent company Symantec was sold to Broadcom in 2019, which is about the same time I stopped using Norton as my antivirus.

I'm not a fan of SupportAssist, but the "Check for Updates" button on my Inspiron 5584 support page <here> can't find the correct updates that match my unique Service Tag unless SupportAssist is installed. I've disabled almost every setting in SupportAssist (except Settings | Privacy | I Authorize Dell to Temporarily Suspend Data Encryption on my PC, such as BitLocker, to Install Updates), including all background updating and optimization scans at Settings | Automate Scans and Optimizations | Scan Your System and Drivers - see the image below. I only run a manual check for updates at Home | Get Drivers & Downloads if I find an important update on my Inspiron 5584 support page that I want to install, and deselect any unwanted updates before starting the download. I run the occasional hardware scan at Home | Scan Hardware to supplement my Windows 10 Troubleshooters, but I never allow any of SupportAssist's system optimization scans (Clean Files, Tune Performance or Optimize Network) to run because of the potential harm these scans can do (for example, see my 12-Jul-2021 post in ex-jedi's Prevent Automatic Recycle Bin Emptying about the over-aggressive registry cleaner in the Tune Performance scan).

My Win 10 Pro machine might be a bit different because I don't allow Windows Update to deliver driver updates and have disabled driver updates in the Local Group Policy Editor gpedit.msc (Computer Configuration | Administrative Templates | Windows Components| Windows Update | Do Not Include Drivers With Windows Updates) and only install driver updates posted on the support page <here> that are certified for my Dell Inspiron 5584.

Just an update to note that the Intel - Software Component - 2130.1.16.1 update (last modified 31-Aug-2021) is now listed in the Microsoft Update Catalog at https://www.catalog.update.microsoft.com/Search.aspx?q=Intel - SoftwareComponent - 2130. and the Driver Model in the update details is listed as "Intel(R) Management and Security Application Local Management".
Also note that Dell SupportAssist installed an urgent chipset update today on my Inspiron 5584 for the Intel Management Engine Components v2141.15.0.2511, which updated my Intel Management and Security Application Local Management to v2130.1.16.6 (i.e., not the v2130.1.16.1 pushed out by Windows Update to some systems back in Dec 2021). There has been no change to my Intel UHD Graphics 620 driver (v27.20.100.9664 since 11-Dec-2021).
The support page <here> for My Dell Inspiron 5584 added the update for the Intel Management Engine Components v2141.15.0.2511 on 03-Jan-2021. The release notes <here> on the Dell Support site only say that "Dell Technologies highly recommends applying this important update as soon as possible. The update contains critical bug fixes and changes to improve functionality, reliability, and stability of your Dell system. It may also include security fixes and other feature enhancements." but doesn't mention any specific CVE or Intel Security Advisory (INTEL-SA) numbers that were patched by this update.
See my 13-Dec-2021 images <above> to see my version numbers before the Intel Management Engine Components v2141.15.0.2511 were installed today. Recall I used the Local Group Policy Editor to prevent driver updates by Windows Update, so Windows Update did not push that mysterious "Intel - Software Component - 2130.1.16.1" out to my machine back in Dec 2021.
After SupportAssist installed the Intel Management Engine Components v2141.15.0.2511 today on 07-Jan-2021:

Scary indeed, thus, the reasoning for this thread in the first place. I awoke and went to this computer and found a restart had taken place and an on-screen notice of the BIOS flash coupled with TPM 2.0 and firmware updates. I don't have bitlocker enabled on the system in question nor did I have GPO set as you have on yours. I DO and have always had Windows set to deliver updates ONLY as a seeker, critical updates will bypass that as Microsoft has made it a point to let users know, they can and will do so. Windows is also set NOT to restart on its own nor use my credentials to complete any updates on the system in my absence. As noted it indeed has. Drivers are always optional regardless, or let us say, SHOULD BE!! Even more concerning is there isn't any vulnerability listing/CVE listing for this update which would match it to the system critical category. If I dig one up or anyone in this thread does please share accordingly.

Just one comment about your BIOS v1.21.1 update that was also pushed out by Windows Update on 02-Dec-2021 (the screenshot below was capture from the support page <here> for the OptiPlex 7040).
I had a BIOS update installed on my Inspiron 5584 by Windows Update in August 2020 and it borked my computer - probably because I had BitLocker encryption enabled that is supposed to be temporarily suspended before any BIOS update. I couldn't even get past the boot-up hardware POST test to load Windows and ended up having to re-image my system, and that's when I decided to edit my Local Group Policy Editor gpedit.msc (Computer Configuration | Administrative Templates | Windows Components| Windows Update | Do Not Include Drivers With Windows Updates) to prevent Windows from delivering driver updates. At the time I was still on Win 10 Pro v1909 (i.e., before v2004 introduced a revised Window Update that delivers drivers as Optional updates), but whatever the circumstances, it's a bit alarming to see Microsoft silently pushing out a BIOS update to your OptiPlex 7040 without your permission.

Thanks lmacri. Its settled I believe. The driver was pushed for whatever reason although I don't have WU set to deliver drivers and automatically install them. I'm sure the reasons for that will be forth coming, discovered by someone accidentally or posted in forums at some point. Thanks to you guys for participating and feedback. I downloaded a portable version of DUMo v2.24.1 from Kyle Katarn's KC Softwares site at https://www.kcsoftwares.com/index.php?download (I'm not a fan of driver updaters but I often use Kyle's SUMo Portable to check for available software updates) and DUMo currently reports that there is a v2130.1.16.1 update available for Intel Management and Security Application Local Management for my system, which matches what you found in Device Manager.
I finally found that component in my Device Manager and my current v2009.14.0.1494 has a Driver Date of 24-Feb-2020 and was installed 20-Jan-2021 at 4:40 PM, so I'm guessing it was installed the same time that my Intel Management Engine Components v2016.14.0.1555 were installed on 20-Jan-2021 (see my images <above>). As previously noted, the v2130.1.16.1 update might not have been pushed out to my Dell Inspiron 5584 yesterday because my Local Group Policy Editor has been configured to exclude driver updates from Windows Update.

An Independent Advisor (who is not a Microsoft employee) posted in the Microsoft Community thread Running Windows 10 - What is Intel - SoftwareComponent - 2130.1.16.1? that this update is part of the Intel Management Engine Interface. The update version number and Device Manager screenshots both SoulAsylum and I posted at the top of this thread would seem to point in that direction.
My Factory on-board GPU is Intel® HD Graphics 530, on an Optiplex 7040 MT, and is disabled. I have an PCI-e Nvidia GPU in its place. The generic or otherwise drivers shouldn't be getting updated through WU since the system hasn't ever loaded drivers for its use. Dell, Inc. - Firmware - 0.1.21.0 was also pushed via WU on December 2, 2021. Dell Support Assist isn't installed due to previous vulnerabilities. The trust level isn't there on my part unfortunately.

I'm guessing you're referring to the urgent Intel UHD/HD/Iris Plus Graphics Driver v27.20.100.9664_A07 (posted by Dell 02-Dec-2021) listed on the support page <here> for your Dell Inspiron 15 3576 that addresses Intel Technical Advisories INTEL-TA-00438, INTEL-TA-00508, and INTEL-TA-00566.
That looks like the same urgent v27.20.100.9664_A06 driver that SupportAssist installed for the Intel UHD Graphics 620 Driver on my Inspiron 5584 on 11-Dec-2021 (see my Inspiron 15 5584 support page <here>). I don't have a discrete graphics card like the NVIDIA graphics card that SoulAsylum has and I just use the Intel UHD Graphics 620 GPU that's integrated into my 8th gen Intel CPU.
If you can't get SupportAssist to install and run correctly (note that many users have recently reported the same problem in the Dell SupportAssist for PCs board) you might find that the Dell Update v4.4.0 application listed on the support page for your Inspiron 15 3576 works correctly. I have a Win 10 OS and find the Dell Update Windows Universal Application [i.e, the Universal Windows Platform (UWP) version] works better than the Dell Update Application (i.e., the 32-bit / Win32 installer version) on my Inspiron 5584.
Funny you say generic graphics when I have the on-board graphics disabled and run an add-on Nvidia GPU. Factory on-board GPU is Intel® HD Graphics 530. I will certainly check the Dell website again for updates to that driver set.

You can install it but it would be better to check with Dell or whatever computer you have and go to their support website and see if there is a driver there as Dell and other companies tweak the generic drivers. As in my case Dell has an updated driver so use that one. it will not hurt if you have the generic one on your system, however. Make sure you have the latest windows version then make sure your bios is up to date. (I write all my bios settings down before updating as some updates change settings) Then you can get the Intell HD graphic update driver from Dell or your manufacturer and install it. Sometimes a bios will not let you install generic drivers too so you have no choice but to get the manufacturer's driver. You can also go here: Intel® Product Specifications type in search your Processor name like mine is I5-7200u and choose Intel HD graphics 620 and find more info on your processor...Again these drivers are generic for your PC so it's best to get the tweaked ones from your manufacturer....but if they do not have them you sometimes have no choice but to get the generic ones.
Now I need to call Dell and see why my support assist will not install. Its a very valuable tool to have but mine does not work.
I also have this ready to update via a restart. Just noticed it this morning 12/13 Intel - SoftwareComponent - 2130.1.16.1 I do not have support assist installed and have a Dell Inspiron15-3567 intel Core I5 I did not find anything on Intel either and left them feedback about it. I doubt it's a security issue but find it strange there is very little online I can find about the update.
Thanks for the info. Those MS posts were created Dec 12 I probably didn't see them when I posted here. I've had two TPM 2.0 and BIOS/Firmware updates since August this year. All were via Windows updates. Those are all fine. My issue is this was pushed to my system via LU, I don't see anything regarding a CVE that would suggest a security emergency for it. And I do not have Dell Support Assistance software installed. I believe the update(s) are hardware ( CPU ) specific to the generation of the CPU. On this machine its a 6th generation i5-6500.
I can't see a similar entry that was recently logged in the Event Viewer of my Dell Inspiron 5584. I checked all the entries at Windows Logs | System with Source = WindowsUpdateClient and EventID = 19 back to 01-Dec-2021 and could only see daily updates for my Windows Defender virus definitions and automatic updates for UWP (Microsoft Store) apps. However, I found a thread Running Windows 10 - What is Intel - SoftwareComponent - 2130.1.16.1? posted by Lisa_Ingram yesterday (12-Dec-2021) on the Microsoft Community that you might want to monitor.

According to my notes 20-Jan-2021 is also the date Dell released an urgent Dell Inspiron 5583 / 5584 BIOS v1.12.0 update to patch multiple CVEs listed in the Intel Security Advisories, but that BIOS update wasn't installed by SupportAssist on my Inspiron 5584 until 01-Feb-2021 so that might be just be a coincidence and unrelated to my Intel Management Engine Component update of 20-Jan-2021.
When I searched the Microsoft Update Catalog at https://www.catalog.update.microsoft.com/Search.aspx?q=Intel - SoftwareComponent - 2130 I could only find entries for v2130.1.15.0 (last updated 21-Jul-2021) and v2130.1.16.4 (last updated 04-Aug-2021) and details show that most of those updates were for Lenovo, Fujitsu and Pegatron computers, so perhaps v2130.1.16.1 is specific to your brand and model of computer. For example, Dell SupportAssist just installed an urgent Intel UHD Graphics 620 Driver v27.20.100.9664 update on my Inspiron 5584 on 11-Dec-2021, but Device Manager timestamps the Driver Date as 01-Jun-2021, and I cannot find any information or release notes for v27.20.100.9664 (like all my other Intel UHD Graphics 620 drivers delivered via a Dell update utility) on the Intel site.
