Parental controls don't recognize network user profiles

Only Administrator and ASP.NET show up in Parental Controls, yet I have one more user listed in Control Panel/Users.

I tried install on two computers and have same results.

I setup another new user and it isn't seen by Parental Controls either.

How do I remedy this?

Are you using the Parental Controls in the Add on Pack? Or Online Family?
