Password Mgr-Samsung Note 8. Doesn't show my vault

I have Norton 360 with LifeLock Select and I have the password vault setup on my Windows 10 PC. However, on my phone (Samsung Note 8), it states I do not have a vault and that I must create one but if I do, I'll lose my existing vault. How do I fix this?  Any help would be appreciated since Norton support answered my support issue with, " we don't answer all our support emails so post on the community site".  Great support Norton!

Not sure where you got an email address for Support. Norton has not used email for support for a number of years now. You can contact official Norton support by phone or chat from here    www.norton.com/contactcs   

Are you sure you are signing into the same Norton Account email and password as you used on the PC?

Do you also have Norton Mobile Security, NMS, installed on your mobile device? If so, are you signed into your Norton Account?

Have you tried restarting your mobile device?

I’m unable to set up a mobile vault for my Galaxy Note phone. How can this be dome? The instructions in the Norton email is completely useless.
