"path does not exist" message for uistub.exe

When I run NIS 2011, I get a "Path does not exist" message for uistub.exe. Then, ater clicking the try again button, a box appears stating that "Symantec Service Framework has encountered a problem". In addition to this, internet access is not working.

 

The path does indeed exist.
