PayPal account rejection

Approximately 3 weeks ago, I attempted to purchase an item on Ebay. When I clicked on the Paypal redirect button, the following message appeared: "

Your connection is not private.  Attackers might be trying to steal your information from www.paypal.com (e.g., passwords, messages, or
 credit cards).
Www.paypal.com normally uses encryption to protect your information. When Chrome tried to connect to www.paypal.com this time, the website
sent back unusual and incorrect credentials. Either an attacker is trying to pretend to be www.paypal.com or a Wi-Fi sign in screen has interrupted
the connection. Your information is still secure because Chrome stopped the connection before any data was exchanged.

You cannot visit www.paypal.com right now because the website uses HSTS. Netword errors and attacks are usually temporary so this page will
probably work later.

I retried on Internet Explorer and received a msg that the security certificate was not valid. Last week, I tried another purchase on Ebay with the same resulting messages. I spoke to Ebay customer service and they called Pay Pal direct. They were unable to solve the problem and left me hanging. Today, I tried another making another purchase on another website (Chef.com), and had the same result with the same message. I then attempted to get into my Paypal acct. Result was the same. I called PayPal directly, and they suggested I try getting into my account via my cell phone. Voila, it worked. Am able to get into my account on my mobile device, but not my computer. Paypal suggested I call my ISP for help. I am of the opinion they will be unable to assist me. So, I am reaching out to the Community for help. I have noted a slow down in my computer but cannot determine if this is a coincidence or related. I ran a scan and nothing was found. Tried Norton Power Eraser, still no luck.

Anyone have or had this problem?
