PC Check up stuck & can't open Norton on my computer

I can't open Norton. If I try to click on it, nothing happens. I am trying to run PC Checkup and it is stuck at performance indicator #9. I tried restarting the computer and the computer and it doesn't help. I also am having trouble trying to update Microsoft. Any help or input would be apprciated. Thanks so much!
