In any case, the PC freezes while listening to music; however, the issue can be temporarily bypassed by disabling the “Safe Web HTTPS” scan in the Norton settings or by adding the YouTube site to the exclusion list. This problem does not seem to occur on PCs upgraded from Windows 10 to Windows 11, but it does appear to happen on PCs that came with Windows 11 pre-installed. Completely uninstalling and reinstalling Norton, or resetting the PC to its factory state, does not resolve the issue.
