That sounds like a Mis-leading Application to me.
What Norton Product are you using and what Version is it, e.g. N.I.S. 2008, 15.5.0.23? To get your Version, go to: Start > Control Panel > Add or Remove Programs > Norton Internet Security (Symantec Corporation) > Click here for support infromation.
I would Run a Full System Scan for a few days as symantec Update their Virus Definitions Daily; at least Twice-a-Day if you have a 2008 Product.
It is not advised to Click on anything that pops up while on a Web Site that you normally do not use as this can activate the Virus/Mis-leading Application more.
If you have N.I.S. 2007/2008, keep you Web Protection Definitions up-to-date as well as your Virus Definitions; run LiveUpdate to Update your Product every two hours.
I was doing some research online and clicked on an unfamiliar website which seemed to have what I was looking for in the Yahoo search results. When I clicked on the website, a popup came up informing me I'd been "infected" with a virus/spyware, etc and was told to "click here" to download their software. I tried to close out of the box/page, but to no avail. I simply shut down my machine my re-booted. I ran a full Norton scan as well as a spybot scan. Norton didn't detect anything and spybot found the usual tracking cookies (I haven't run a spyware scan in awhile, so this is not surprising).
Am I truly at risk or at long as I didn't download their "fix" tool, I'm OK?

Was the pop up from norton or from a webpage, if it was a webpage I wound't worry about it?
sounds like a scam to get you to download a file, and you didn't so I think your ok, you did the right thing by not downloading anything and doing a Full scan on your system.
I WOULD NOT DOWNLOAD ANYONES FIX TOOL, ohh it will fix you alright... fix you real good. LOL
