Check with your ISP to make sure that Port 25 is permitted. Many ISPs now require different ports. See the following article for some suggested troubleshooting steps for this type of error:

I was able to finally find the live chat line for Verizon and they corrected the issue right away without explanation. Everything is now working correctly again, but as far as I know, I am still on Port 25.
Thank you for your help. With so many things, knowing which party to go to for such problems is most of the battle.

Sounds like something was amiss with your authentication to access the Verizon servers. Glad to hear you got it fixed.
I am having the same problem, on and off, because according to AT&T, port 25 is unsecured.
They recommended that I use port 995 and keep ssl checked. Fine, but where do I do this.
In Norton, or OE? Will check again

OE users using POP3 should use port 995 for incoming mail, and port 465 for outgoing. Check
the SSL box. Seems to work. Sorry for posting before checking all options, but it might help someone
else.
