Possible Issue with File Insight Servers

For the past 24 hours, every .exe installer I've tried to download (e.g., PDF-XChange Viewer 2.5.310 rel 14-Oct-2014 from http://www.tracker-software.com/product/pdf-xchange-viewer; the new CCleaner v. 4.19 rel. 24-Oct-2014 from http://www.piriform.com/ccleaner/download) has been flagged by File Insight as a low risk (Unknown rating) because "There is not enough information about the file to recommend it."  I have no problem re-downloading installers like Adobe Flash for IE v. 15.0.0.189 that were previously downloaded and were already given a Good trust rating.

I tried running a manual Norton Insight task to update my trust ratings and get an error "Norton Insight cannot collect the necessary data because it cannot connect to the Symantec server.

Has anyone noticed a similar problem?
