Potential malware unrecognized?

So, I don't know how this file got pushed to my download folder, but when I deleted everything in the download folder, and emptied the recycle bin I got the following NIS message, apparently it thinks this file is "safe". Does this make sense?

It looks like a Multi PUP dropper, but I did start to get what looks like maybe a Ransomware object appear.  I will have to have more time available to let the files do what they want for longer.
