Power Eraser deleted everything in my Downloads folder! Help!

Today I made the mistake of downloading and running Norton Power Eraser though I didn't really have any reason to.. It identified 5 items, I checked them all and continued. (A restore point was created)

Four of them (2/2 shortcuts, 1/2 files and 1/1 service) were from providers I trust, so once I found that all three stopped working (I thought only the shortcut would be removed?) I decided to undo the fix.

I couldn't find the npe.exe I downloaded... and realized to my shock that everything in the downloads folder were deleted!

Both files removed (untilted2, setup (3).exe) were from the Downloads folder. Why did it delete the entire contents of the folder?

I quickly downloaded the npe.exe again and did the undo fix. After restart, the items were restored, but the download folder only have 2 files - setup (3).exe and npe.exe while it should have a few hundreds..

My PC runs Windows 10 64 bit. There are some important stuff in the things that got deleted.

Is it safe to run a System Restore?
