Power management bug on NIS 21.1.0.3 on Windows 7

After boot, on battery power, my screen dims as I set it up, after one minute. However, after a liitle more than a minute, the notification that 'Norton is performing background tasks while my computer is idle' appears.

 

I set up my screen to turn off after three minutes of user inactivity , but it does not. After some time, the Norton notification goes away. Exactly three minutes after it had disappeared, the display turns off.

 

From this set of circumstances, I drew the conclusion that something is wrong with Norton's reading and respect of power states on a notebook.

 

Some additional info:

Idle time out is set to 5 minutes. NOT RESPECTED.

None of the tasks are set to run on battery power. NOT RESPECTED.

Power Saving Mode is set to ON. NOT RESPECTED

The only task longer than a second recorded in Norton Tasks is Automatic LiveUpdate. Like all other tasks, it was not supposed to run on battery power anyway.

In performance window, the time is correctly marked as idle, however, the spike of Norton activity is visible and I've marked it with a red arrow.

This is on Norton Internet Security 21.1.0.3 running on Windows 7 SP1 x64.

 

This does not happen after a resume from sleep or hibernation. Only after cold boot.
