I have previously worked with a Norton Tech Support Person for this problem.
To summarize:
I have successfully used NIS2008 with no issues. I received an email from Symantec with the offer to upgrade to NIS2009
for remainder of my subscription along with a link to download NIS2009.
I downloaded the program and tried to install it over the NIS2008. It seemed to install quickly and with no problems and
began running--seemingly with no issues.
When I tried to click on the "Activate" button to input my product key and convert it from a 15 day trial to my remaining
subscription, nothing happened. Likewise, when I clicked on the "Norton Account" button nothing happened.
When I clicked on any of the "Settings" buttons for one of the modules within the main NIS2009 window, nothing opened but I
received an error message--"There is an issue with your product 3040, 40028" It then proceeded to try to connect to
Symmantec and collect information from my PC to send (presumably to troubleshoot). This process never completed. An
additional error code came up--#0x80004005.
A window then came up with instructions on how to use the "Norton Removal Tool" when "Error 3040, 40028 comes up after
NIS installation".
I uninstalled using the appropriate Norton Removal Tool and tried to reinstall NIS2009--same exact issue happened again
after what again appeared to be a normal "clean" install. I tried yet again with exactly the same results. I have duplicated this
series of events at least a half-dozen times.
The tech support person took control of my PC (Dell, Windows Vista Home Premium) and tried to install NIS2009 as well.
This did not go well and when the time came for the computer to be restarted, it would not restart and I was forced to do a
system restore. The system essentially "crashed" but I was able to recover completely--eventually.
I would really like to be able to upgrade to NIS2009 but am wondering what is going on that there is some incompatibility with
something on my system that will not allow it to install properly. On another PC in my home (with Windows XP) I had no
problem whatsoever with the install.
I have completely uninstalled Webroot Spysweeper (using Webroot's removal tool) which I understand has been known to
conflict with NIS. After uninstalling Spyweeper and also uninstalling NIS, again, I was NOT able to successfully use NIS
2009 after what seemed to be a quick and uneventful installation.
After installation, The Error tab within NIS2009 states "Norton Internet Security has encountered an internal program error. The "Module ID" is 3040 and the "Error ID" is 40028.
The most recent tech from Symantec said the specific error codes I was receiving after installing NIS 2009 ( "Norton Internet

whole problem may be related to parts of NIS not being completely unistalled despite using the Norton removal tool. She said
there are registry entries that only Norton can and should remove--she did not want me to try to do this.
The last tech support person went into the registry and presumably cleared out whatever was related to Symantec. Another
attempt at reinstalling NIS2009 produced equally disappointing results.
That tech support person could offer no futher help and suggested I wait several weeks until the next bulid release of NIS2009 is released and then try the installation again.
